Harold Phelps is the founding principal of Phelps Engineering, Inc. (PEI), starting the company in 1990 with a single technician. Harold focus is on staying up with trends in the market to best serve our client’s needs and developing an entrepreneurial atmosphere at PEI that allows our associates to create cost effective and efficient design services that lead to our clients’ successes. Harold understands the full scope of our clients’ projects from the initial survey through design and construction. He also understands that PEI’s contributions are an integral part of the project team which is imperative to creating marketable and functional facilities and developments. Delivering ideas and professional services in connection with the critical path of each project is what makes PEI a strong partner to our clients, and it is what has brought our repeat clients back over the past 30 years.
Harold received his Civil Engineering Degree from the University of Kansas in 1984 and earned his Professional Engineering license in Kansas in 1986. Harold started his career as a “hand” draftsman with Black and Veatch before the realization that he would be compelled to have an engineering degree to meet his personal and professional goals. His diverse background working for several other Kansas City area engineering firms as a draftsman and engineering technician before becoming a professional engineer provides an insight and management skills that benefit our clients and project management.
Harold’s experience in the development community for the last 40 years has been second to none in the Johnson County arena. His experience in residential, multi-family, commercial and industrial developments supports our clients maneuvering thorough ever-changing ordinance requirements and barriers throughout the development process. In addition, Harold’s involvement on the public works side includes detailed city study area consulting, regional watershed studies, sanitary and stormwater designs and collector and arterial road designs.
Harold has always made himself available to serve on local boards and committees. He has served or is currently serving on the Aubry Township Board, numerous city ordinance revision and design guideline committees, Johnson County’s Wastewater and Public Works policy committees.

Judd is a registered professional engineer with 30+ years of civil engineering experience. Judd has been responsible for all aspects of many residential, commercial and industrial development projects, municipal streets, public & private storm sewer networks and culverts, public sanitary sewer mains, water mains, subdivision platting and surveys, erosion control and SWPPPs, storm water quality and detention designs, and park amenity and trail designs. Additionally, Judd has experience with public meetings that are often necessary to gain support of our projects. This includes entitlement approvals for development projects including re-zonings, special use permits, public hearings and neighborhood meetings. His many years of experience in numerous public infrastructure and complex site development projects has provided Judd with the professional knowledge to lead the civil engineering and land surveying on all phases of our projects.

Tim is a professional engineer with 30+ years of civil engineering and construction experience. Tim’s experience with residential development projects, street improvement projects, stormwater projects, and sanitary sewer main extension projects have provided him with the knowledge and understanding of how to successfully design and manage many types of civil engineering projects. His responsibilities have included the design of sanitary sewers, storm sewers, culverts, arterial streets, collector streets, residential streets, subdivision platting, site grading, water mains, streetlights, erosion control, utility coordination, permit acquisition, easement acquisition, construction coordination, and cost estimates.
Tim also has significant experience in water resource engineering. Tim has completed stormwater management studies, floodplain modeling and associated flood studies, FEMA permitting, wetlands / Corps permitting and stormwater detention and water quality.

As survey team manager, Tom is responsible for all aspects of our land surveying practice. Tom has 40+ years of land survey experience and supervises all office and field surveying operations. Tom is a licensed surveyor in Kansas and Missouri and has worked on a wide variety of survey projects. Tom’s project experience includes engineering surveys for design, platting for subdivisions, land acquisition documents, right-of-way maps, ALTA surveys, construction staking, utility surveys, and route surveys.
Doug Ubben, P.E.

Since starting with Phelps Engineering in 2005, Doug has designed and managed an array of projects. These projects have focused primarily on land development, but through the years has worked on projects of all types. The land development projects have varied from large multi-family projects to individual pad sites for one user. They have also included large warehouses and mixed-use developments with commercial, multi-family, and single family all in one. Along with providing design for these types of structures, Doug has also focused on zoning & entitlement approvals, construction administration, and overall project management.
Along with land development, Doug has also engineered multiple single-family developments and worked with governmental entities on public improvement projects such as roadways and stormwater improvements. Through this experience, Doug’s leadership in managing and designing our client’s infrastructure has led to projects that are on time and provide our clients with successful project.
