Harold A.

President
Harold is a registered professional engineer and
licensed land surveyor with 20 years of civil
engineering and surveying experience. His
responsibilities have included the design of
arterial and residential streets, storm sewers,
sanitary sewers, water mains, subdivision
platting, storm water quality and detention,
flood studies, and bank stabilization projects.
Harold’s experiences in numerous flood studies
control projects have established him as an
authority in the Johnson County area. His
experience with the Tomahawk Creek flood study
established the “prototype” by which all SMAC
flood studies are presently being performed. His
experience with local dam design and
construction provides a strong background of
permitting through regulatory authorities,
hydrology, hydraulics and outlet structures
analysis.

Judd
D. Claussen, P.E.
Project Manager
Judd is a registered professional engineer with
nearly 20 years of civil engineering design
engineering and project management experience.
Judd has completed a variety of municipal and
development projects including arterial,
collector, residential streets, storm sewers,
ponds, detention basins, culverts, sanitary
sewers, water mains, zoning entitlements,
subdivision platting, erosion control and SWPPP,
storm water quality and BMP designs, public
parks and bicycle/pedestrian trails. His
experience in numerous public infrastructure and
site development projects has provided him with
the professional knowledge to complete all
phases of a project.

Survey Party Chief
The past 13 years, Tom has performed all phases
of Design and Construction Staking. The last
four (4) years he has been responsible for all
surveying services completed at Phelps
Engineering, Inc.
Tom is a licensed surveyor and has worked on a
wide variety of survey projects, in the office
as well as in the field. As a Survey Party Chief
with Phelps Engineering, Tom is in charge of a
variety of projects including municipal,
commercial, and residential subdivisions,
right-of-way maps, ALTA surveys and general plan
amendments.

Douglas E.
Ubben, L.S.
Survey Coordinator
Doug’s responsibilities include assigning survey
crews to daily duties, office and field research
for all phases of survey projects, obtaining
plats and ownerships, drawings for boundary and
ALTA surveys and office calculations for a
variety of projects.
Doug has extensive background in the field of
surveying, including GPS data collection,
digital level runs and analog field data
systems. He will be responsible for all field
data acquisition activities related to this
project.

Wendell D. Ubben
Retired Principal
After working at Phelps Engineering for over
17 years, Wendell retired in 2008 and is happily
enjoying his retirement.
